In Tom's listings he has him shown as Edward Dean which is why I listed him as so in the title despite the newspaper calling him Edmund scratch

I agree that the discrepancies between the service record of Edward Dean and the 1911 census for Edmund Arthur Dean are cause for some doubt as to whether they are the same person. There was only one person with the name Dean on the medal roll for HMS Orontes, and he was only listed as E. Dean. The “Death of Mr. E. A. Dean” report in the Reading Standard states that Edmund Dean was born in Canada and at age 15 he became an orphan when he was living in England. In 1877 Edmund would have been 16 years old and would have to have had a parent’s or guardian’s permission to join the Royal Navy. Being an orphan would made getting permission a difficult task. I believe he simply joined the navy under the name of Edward Dean and gave a date of birth that would show him to be 18 years old.

I for one believe they are the same individual.
