I would say the photograph was probably taken in the 1890's. There is a similiar photograph, taken in 1895 at Portsmouth, of a smaller group of sailors taking the same training.

If you scroll towards the bottom of the page, it is the photograph labelled " Naval training on Shore - Form Rallying Group" (1895)
